KBR Ventures has extensive experience with Public Private Partnerships (PPP) and Private Finance Initiative (PFI) projects, which are typically competitively bid outsourcing contracts or concessions let by public sector clients.
We were an early entrant to the PPP and PFI market in the United States and United Kingdom markets, respectively. We assisted with the successful development and financing of one of the first PPP toll roads in Virginia, the $365 million Dulles Greenway. We also successfully developed and financed some of the first shadow toll roads that were offered under the UK government's PFI framework. Subsequently, we have expanded our UK role into military PFI-based projects by raising £1.6 Billion in capital for the Allenby and Connaught project, where we are joint owners of a special purpose project company formed to execute a 35-year contract to provide construction and services to the UK Ministry of Defence (MoD).
KBR continues to pursue equity investments in PPP and PFI projects where governments can realize large projects, despite the limited availability of up-front funding and without impacting existing credit ratings. This is achieved by matching private long-term financing with public long term asset needs.
